- Abstract
In order to determine that insufficient availability of insurance exists in a geographic area, it must be shown that there is a wide spread avoidance of that area by insurance companies. In practical terms, this means measuring the presence of insurance companies by geographic area, determining whether a bias in insurer activity exists based upon factors not related to risk, such as racial composition and/or income. One measure of presence is to pinpoint the location of agencies and agents. Agencies or agents in an area represent a physical presence that increases the likelihood of sales to prospective customers in that area. The purpose of this study is to test the hypothesis that racial composition and income of a community have an effect on location of agents independent of fundamental insurance and economic factors. This paper, using correlation and regression analysis, provides evidence that the placement of agents and agencies is correlated with racial composition and income.
